LIFT is seeking proposals from qualified organisations to implement a project to support the Ministry of Agriculture, Livestock and Irrigation on reclamation of  vacant, fallow and virgin lands, re-allocation and development by the rural poor - REAL DEV Programme.

LIFT launched the call for proposals on 10 December, 2018 for the REAL DEV Programme, which was developed in response to a formal request from the Ministry of Agriculture, Livestock and Irrigation in June 2017 for support on land reclamation and reallocation.

The REAL DEV Programme is a three-year pilot programme (USD 2.3 million) to develop a replicable approach to reclaiming underutilised concession land and reallocating the land to the rural poor, landless, and others. REAL DEV will develop procedures that are participatory, inclusive and transparent that can be scaled up. It is intended that the procedures and learnings from the pilot will inform the implementation of national land reallocation initiatives and policy directions.

Activities will include assessment of identified land concessions, analysis of reclamation processes, engagement and capacity building of stakeholders, a cadastral survey of land parcels and the issuing of land certificates to identified beneficiaries, followed by livelihood and agriculture productivity activities for farmers who are allocated land.

The  Call for Proposals document can be downloaded here.  There are also two additional Annexes: Annex 6 and Annex 7. The call is also available on the UNOPS website here.
